Wembley Central station was first constructed in its present format for the 1924/5 empire exhibition. However it may be in need for replacement as there their are also other electricity power formats as well (staion heating and lighting) within a confined and subdivided (by pair of tracks) platforms.

As such the heat from that and lineisde power lines and cables makes vegetation grow more regulary than elsewhere and risks lineside fires unless regulary pruned. Thats another explanation of circumstances surrounding train disruptions in the area.

All enquiries with expertise or were there should be sent to teh rail regulator and operating companies.

Apologies if I got the interim rolling stock wrong

If as a temporary measure slow line Euston Watford Junction had adapted ex Subsurface (ie main line gague and carriage size) trains, there would be three options:

A stock: On Met and formerly East London line, problem with that is that its body is multi piece and riveted which could react with arcing overhead current on its roof if not regulary checked there.

C Stock: In four car format could work but multi door (four sets, largest number for metros in the UK at present) so could be cold on the outer London bits beyond Hatch End / Harrow and Wealdstone

D stock: Most like Class 378s so could be cascaded to Southern region if adapted for 3 rail dc current or kept on Hatch End- South Hampstead / Euston services. Trouble is that its current shoes that pick up under floor rail line power have historically arced and this could react with overhead power lines.

Hence though it would be difficult to budget for, more dual voltage 378s in four car format would be the most realistic option from operational considerations if the Dc lines were ever to be overhead electrified in part.

However Croxley Rail Link requires 4 rail ac tracks from Bushey Station Dc lines to Watford Junction for the new Metropolitan Line S Stock.

As such since Bombardier also built that further S stock could be built in dual voltage 4 Rail and overhead format (with option for 3 rail running as well if possible). That way Some 4 car S stock format could run from Watford Junction to Harrow and Wealdstone or Wembley Central to connect with the Bakerloo and if there is additional match day demand during any future World Cup bid.

Wembley power disruption

Personal opinion of James Ware

As wembley central power lines are being restored, virgin trains and some London Midland services this morning were experiencing 50 minute delays into Euston, with other LM services terminating at Watford Junction from the North.

The best solution to this is perhaps getting more dual voltage Class 378 units for London Overground and ensuring thet services North of Stonebridge Park are LO only on overhead lines as far as Bushey to allow for emergency cross over of London Midland stock to allow a more reliable service. Where 3 rail undercarriage electric services combined with neighbouring or same track overhead power supply has proved difficult to sustain long term reliability if its been tried.

As such the best option is For the Bakerloo Line to become a Stonebridge Park - South London (extended tube) and in teh meantime the 3 rail dc trains to run on more Overground services on the East London and South London (including teh Balham Loop services)

Should keep Bombardier open too.

Bid for Croxley Rail link at Dft
Croxley Rail Link Best and Final Funding Bid Submitted to Department for TransportFriday, September 09, 2011

Hertfordshire County Council, with support from London Underground and Network Rail, have submitted to the Department for Transport a Best and Final Bid (BAFB) marking the next stage in the funding process.The BAFB follows the successful Expression of Interest, submitted to the DfT in January 2011 which moved Croxley Rail Link into the development pool of projects competing for funding. An interim submission was issued in June 2011 as a precursor to the BAFB.Click here to view these documents.

It is expected that a decision will be made by the DfT in December 2011 whether to fund Croxley Rail Link.In the meantime the project is continuing to develop the Transport and Works Act Order application which will be submitted to the Secretary of State for Transport to gain the powers necessary to construct and operate the rail link.

A further information release is planned in the next few months to provide more details on the scheme.The Department for Transport (DfT) welcome comments from external parties on the bids that they have received.The comment period will run from 9th September to October 14th and will be open to anyone who wishes to submit a relevant comment on the proposals.

Bushey to get more fast trains


In the local press London Midland has announced service improvements to Bushey Sattion allowing for trains from Euston to stop there and service frequency improvements.

In terms of the rail sector contracts and companies are regulated under Eu standard law and contract awarding procedures and publication which successfully restricts this and allows for rail lines to be designed by the UK and devolved governments and lobbied for and against according to teh rule of law and local democracy.
However advice on which firm to invest in is the key decision, any company or advisor that fails to advise about this is a problem institution.

Why the Bank governor is right

When banks are too big to fail they are bailed out by the state and unsustainable investments continue as occurred in Soviet Russia. This is what did for the Uk economy in the late 1960s-70s with uncontrolled inflation when others in Western Europe were building their economic recoveries on the basis of sustained post war reconstruction.Hence proper regulation is required especially with credit. Froman economic intelligence perspective small states can set up companies, lawfully invest and use loans for a time and then collapse another economy using unregulated stock exchanges. Hence is there a need for an EU wide Companies House style regulation of Company directors?

This is needed to protect those who invest in their companies similarly to savers and to prevent the next recession wiping out the banking system. The method of that was credit card borrowing by said states faith and community individuals on the basis of recommendations from their groups and to undermine the way teh UK state operates. Hence lower credit card limits and mortgage borrowing as income percentages are needed to be kept in order to prevent inflation and allow for controlled economic advice bankruptcies.

Debt relief orders are needed to be kept for those who are elderly and disabled and on state benefits with better financial advice for them so as to stop them investing in bad business models or unsustainbly large big society projects that don't factor in the potential of a slower repayment of the bank bailout debts owing to the situation in North Africa and any humanitarian aid required to stop Gaddaffi starving his population. Hence any seized assets under the UN sanctions resolution should be spent on humanitarian aid now.

Ok the economic recovery and investment in rail development over the past nineteen years has developed this sector into one where now with public sector investment cuts the way to sustain investment and offer a return for hard pressed savers in this country is UK and devolved government bond / guild issues listed on the stock exchange to augment the revenue stream for government and build on the work of groups such as Passenger Focus and Rail Future. The UK state has the experience with the opening and re-electrification of lines in Scotland and Wales, trams in Birmingham and Manchester as well as a new one in Nottingham. The TfL area has had investment that has delivered new rolling stock (the London Overgound 378 and 172 / 372 inner london services).

Such investment mechanisms could deliver more of these trains for improved services on existing routes around the Thameslink development and on local lines such as Chingford-Stratford and new services such as Gospel Oak to Grays (using more class 172s) and further extension of East London line services to Camden Road for interchange with the Northern Line at a reopened South Kentish Town station and a Balham / clapham Junction overgound route as well as an Outer Circle Overground line.

This could occur if the class 378s are fast enough to use the HS2-1 link line or it is built so it can be later adapted for their use after the a more direct link is later built. Hence passive provision for teh travelator, linked escalators may be needed in the design phase now.However with the abolition of the regional assembly quangos for inter agency schemes such as Croxley Rail link to occur there may need to be an English Parliament or regional grand cttes in the reformed second house if one county council by itself cannot offset the costs or return to investors. This requires a qualified financial opinion and is why TfL take the lead in the development of the rail scheme as they have the infrastructure experience.

Croxley rail link reaches development phase

The Croxley rail link scheme that would link Northwood Hills and Northwood branch of the Metroploitan line with Watford High St and Watford Junction has moved into the development phase which means that the economic case is high enough for it to be considered alongside other schemes across England.

Here is the text of the letter I have received on the subject from them as part of the Watford Rail Users group being informed:

Dear James,

We are pleased to announce that the Department for Transport (DfT) announced on the 4th February 2011 that after rigorous assessment, as part of the Coalition Government’s Comprehensive Spending Review, the Croxley Rail Link scheme has entered into the ‘Development Pool’ group of projects. This means that the DfT acknowledges that the scheme represents good value for money, and enables the Croxley Rail Link to compete with other selected projects in the development pool for funding.



Stuart Pile, Hertfordshire County Council’s Executive Member for Highways and Transport, said: “This is fantastic news for the scheme and for Hertfordshire’s residents. Securing a place in the next stage towards funding is a great achievement at a time when public finances are so tight. Hertfordshire County Council (HCC), London Underground and Network Rail will now progress towards obtaining powers to construct the scheme through the submission of a Transport and Works Act Order (TWAO).”



Following the outcome of the 2010 general election all investment decisions for local major transport schemes were put on hold pending the outcome of the Comprehensive Spending Review. The DfT announced the proposed programme for funding for the various transport schemes in October 2010 and the Croxley Rail Link was included within the 'pre-qualification group' of projects where a further preliminary assessment was required by the DfT. HCC submitted an ‘Expression of Interest’ to the DfT on 4th January 2011 which has been successful in securing progress for the scheme. The ‘Expression of Interest’ has been supported by the Elected Mayor of Watford, Dorothy Thornhill and Watford’s MP, Richard Harrington.



HCC and the other scheme partners will now focus their attention on compiling the ‘Best and Final Funding Bid’ to be submitted in September 2011 as part of the next stage in the funding process. This bid will concentrate on the high benefit to cost ratio the scheme offers and providing sustainable infrastructure for the future. In parallel continued progress is planned to fulfil the statutory process required to submit a TWAO.



The project is committed to maintaining communication with stakeholders developing the proposals for the scheme to meet the needs of the local community. A full public consultation will take place in the near future.

Decision date looms for Watford transport projects

»A final decision on whether the Croxley rail link and Watford Junction redevelopment projects will go ahead is due later this month, it has been revealed.During a debate on the Government's new White Paper on local transport, led by Transport Minister Norman baker, Watford MP Richard Harrington asked for news about when a decision might be made by the Department of Transport.

He said: “In my constituency, we have two schemes that are before the department [of transport]. As far as I can see, they are entirely compatible with creating growth and cutting carbon through their benefits to the local economy and taking people off the roads.“Those are the Croxley rail link project and the Watford Junction project. May we have a decision on them as soon as possible? I hope that my honourable friend will be favourably inclined to grant them.”

Mr Baker replied: “I can assure him that the matters to which he refers are under active consideration. A timetable has been published and we will shortly be able to give him and others in the house detailed information about the decisions to be taken.”Following the debate, Mr Harrington said he would continue to “press this issue” ahead of a decision due later this month.He said: “Since my election I have been working hard with Watford Borough Council to impress upon the Government the great benefits that these projects would bring to our town.

“We have here a once-in-a-lifetime opportunity, at relatively small cost to the tax payer, to provide a regeneration of some of the poorest areas of Watford, to create long lasting transport links and bring much needed money and footfall to the town.

“I used the opportunity to speak today, to remind the minister the importance of this vital project and to urge him to make a prompt and favourable decision. I will continue to press this issue with ministers in the forthcoming days before a final decision is made.
